Enrolment process and requirements

Applications for both 3 and 4 year old kindergarten open on the 1st February each year through The City of Whittlesea.

Applications can be done in person at council offices, via email, mail or via the link below.

To complete the application process you will need;

  • Proof of age (birth certificate, Immunization History Statement or Passport)
  • Proof of address within the City of Whittlesea (Name on document provided must match name on application)
  • Payment or concession/exemption details

3-year-old enrolments

For children to attend a 3-year-old kindergarten program they must turn 3 by the 31st of April the year they plan to attend. Children who turn 3 between the 1st of February and 31st April are required to wait to attend onsite until they have turned 3 years old. If your child is enrolled at our service but cannot attend part or all of term 1 due to their age, you will not be charged fees until their birthday and then on a pro rata basis.

As part of the State Government’s Kindergarten Reform, every Victorian three-year-old child will be able to access a minimum of five hours per week of funded three-year-old kindergarten, progressively scaling up to 15 hours per week by 2029.

To ensure every child has access to a kindergarten placement each service must only increase 3-year-old sessional kinder hours where it does not affect the capacity of its service. Because of this some services will move directly to 15 hours for its 3-year-old program while others will offer less.
